Of course only you can make the ultimate decision concerning which host is best for your particular website, budget, and other specifics. But for me the winner was Cloudways. I was initially considering using WP Engine, but their price of $20 per month lost out to Cloudways $14 per month. After reading their site and lots of user reviews, I decided that Cloudways was the way to go.
